Sir,
I have the honour, in accordance with Colonial
Regulation 281, to request your authority for the expenditure of a sum of $12,700 to supplement Head 28 (Miscellaneous Services), sub-head 41 (Rent Allowances, Asiatic Subordinate Officers), on page 89 of the Estimates for 1934, under which sub-head $100,000
was provided.

The provision in the Estimates was the same as for
the year 1933, when 711 officers drew allowances. In 1934 this
number increased to 795, resulting in an excess expenditure of
$12,700. The increase in the numbers of officers drawing this
allowance is due in part to transfer to the permanent establish-
ment of a number of officers previously paid at daily rates.

The expenditure received the unanimous approval of
the Finance Committee of the Legislative Council on 4th April, 1935,
as item No.151 of Finance Message No.7 of 1935 and the report was
adopted by the Legislative Council on 11th April, 1935. As this expenditure must be met I have ventured to authorise it in antici-
pation of your approval.
